Phillip Schichtel 1123bbcb3f upgrade the quay.io/pypa/manylinux* base images to 2024-07-20-e0def9a 
the manylinux images failed to build with the old base images due to invalid signatures and/or 404 errors in old centos 7 repos.

Phillip Schichtel f11237cd73 Correct the qemu download URLs 
It seems that wiki.qemu-project.org is not available anymore and
downloads are now on download.qemu.org.
